London Breed: next District 5
supervisor?
Long-time local London Breed has
worked with community groups and city agencies for years, and she has now
thrown her hat in the ring for the November race for District 5 supervisor. We
spent some time discussing her candidacy over lunch at the Fillmore St. Cafe.
After a lifetime of growing up in
public housing, Breed was able to experience firsthand the kind of environments
offered to marginalized and under-employed citizens, and it was here that she
found inspiration. She said her biggest motivator for becoming a public servant
is the idea that a government should learn to provide opportunities instead of
handouts.

Fillmore native Moneta White co-owner
of 1300 Restaurant receives 3 million dollars in loans since 2005 from The
Redevelopment Agency and appointed to the Small Business Commission - Article “Three New Small Business Commissioners
Appointed”
The San Francisco’s Small Business
Commission (SBC) — which is governed by seven politically-appointed commissioners
who oversee the Office of Small Business, which is responsible for promoting
and retaining small enterprises in the City, with a roughly $600,000 annual
budget — had three vacancies at the start of this year. The mayor, who fills
four of the slots, named an appointee at the end of January. After soliciting
applications, the Board of Supervisors, which appoints a total of three
positions, selected Monetta White and William Ortiz-Cartagena last month to
fill the two remaining slots.
District 10 Supervisor Malia Cohen
advocated for White, who co-owns the gourmet southern-inspired food spot 1300
on Fillmore on that street’s jazz district. Ortiz-Cartagena owns Gentle
Parking, located in Visitacion Valley. The new appointees will serve until
2016, so long as they remain an “owner, operator, or officer of a San Francisco
small business” throughout their four-year term. White and Ortiz-Cartagena
succeed commissioners Janet Clyde, of North Beach’s Vesuvio, and Michael
O’Connor, who owns a commercial real estate finance company.
White runs her eatery with her
husband, Chef David Lawrence. She’d previously served on the Fillmore Community
Business District’s executive board. Cohen said that she’d worked with White on
that neighborhood’s business issues. 1300 on Fillmore received a $1.7 million
loan from the San Francisco Redevelopment Agency (SFRA) in 2005; a second
$350,000 loan in 2007; a third loan of $852,000 in May of 2008; and, after
requesting an additional $1 million in October 2008, received a fourth
Redevelopment Agency loan for $100,000, bringing the total lent to 1300 on
Fillmore from the Redevelopment Agency to more than $3 million. In the wake of
SFRA’s closure, the View was unable to determine how much of the loans have
been repaid.
